Digital accessibility

 

The implementation of article 47 of the law of February 11, 2005 for the equality of rights and opportunities, participation and citizenship of persons with disabilities made accessibility a requirement for all online State public communication services.

devea-environnement.fr website has been designed to be accessible to as many people as possible, in particular those with disabilities.

This means that any Internet user can access all of the site’s content without his or her disability constituting an obstacle.

In order to be used by people with disabilities using a variety of navigation methods (navigation without a mouse or keyboard), specialized software or hardware (voice reader, Braille display) or requiring the personalization of the website’s display (enlarged characters, contrast quality), the website complies with the RGAA recommendations.

In order to maintain this high level of quality, the devea-environnement.fr teams continually monitor accessibility standards when updating the site.

Digital accessibility standards include the following conditions:

  • font sizes can be enlarged and reduced
  • images have alternative texts when necessary
  • language changes are indicated
  • headings are multi-level
  • tables are accessible to voice readers
  • the site can be browsed without using a mouse, using tabbed navigation
  • the colour contrasts are sufficiently contrasted or can be modified
  • the pages are correctly structured and uniform, both in terms of graphics and editorial line
  • the forms are accessible from any medium (desktop, tablet, mobile phone)
  • style sheets are used to separate site formatting from the content. The use of CSS positioning properties, by
  • completely separating presentation and content, ensures that documents retain a coherent order outside of CSS:
  • title, menus, content…the HTML code used to build this site complies with W3C recommendations and has been tested using the HTML validator
 

The DEVEA accessibility policy

 

DEVEA is committed to an approach aimed at respecting digital accessibility in general and the RGAA (General Accessibility Improvement Reference Framework) in particular. In order to comply with the expectations of The Inter-Ministerial Directorate for Digital Affairs and State Information and Communication System (DINSIC), the devea-environnement.fr website is based on version 4.0 of the RGAA.

To enable its various departments to comply with this accessibility requirement, DEVEA has carried out several actions:

  • awareness and training for its staff and service providers
  • accessibility has been taken into account throughout the creation process
  • the creation of a best practice guide
  • the appointment of an internal referent for accessibility
 

Compliance status

 

The DEVEA website is not in compliance with the general accessibility guidelines RGAA version 4.1 because no audit has been carried out on the site, but the devea-environnement.fr has been designed to be accessible to as many people as possible, in particular people with disabilities.

The non-conformities and possible exemptions are listed below.

 

Content not subject to the accessibility obligation

  • Third party content that is not funded or developed by the organisation concerned and is not under its control (e.g. online frames and YouTube players)
  • Files available in desktop formats
  • Pre-recorded audio and video content, including those with interactive features

Non-accessible content

  • Criterion 1.2. Is each decorative image correctly ignored by the assistive technologies?
  • Criterion 3.1. The information must not be given solely by the colour on any web site. Is this rule respected?
  • Criterion 7.1. Is every script, whenever necessary, compatible with assistive technologies?
  • Criterion 8.2. For each web page, is the source code generated valid according to the type of document specified?
  • Criterion 8.9. On each web page, the tags must not only be used for presentation purposes. Is this rule respected?
  • Criterion 10.3. On each Web page, is information still understandable when style sheets are disabled?
  • Criterion 12.4. In each set of pages, is the site map page accessible from an identical functionality?
  • Criterion 13.3. On each web page, if necessary, is there an accessible version of each downloadable office IT document (except in special cases)

This corresponds to approximately 10% of the RGAA Version 4.1 criteria that are non-compliant.
